Sorry, for not mentioning this earlier, I thougt it would resolve much faster...

Here is the background:
We (Me from sun.com and Rudy from OsuOsl.org ) migrated to a newer version of the framework on the extension site, to get localized URL's like: http://extensions.services.openoffice.org/en/recent_updated
as it is already working on the template site.
(Former language selection was just bound internaly to your session, but not visible in the URL) These Urls work better with caching on the server side with varnish and nginx - as it is already on the template site. (The traffic on the extension site is to high to use it without some serverside helpers on caching the requests - and providing localisation adds a great amount of additional database requests.)

Unfortunately we discovered realy fast, that it does not work the expected way - as we brought up the new site for public access, the webserver was brought down by norml real traffic (That was not available while testing on the staging site). There were 2 reasons for this, one oversight by me, that was solved on the same evening, but the other reason turned out to be the localisation, that could only be workarounded by disableing the translation selection.
Also the count of downloads was disabled a few days, to relax the site.

Rudy is working on getting the site working with varnish, to show localisations again. As you see currently it is done in small steps.
Localisations start to show up again.
The localisations are still there, but are suppressed for showing.

If you log in, but get an 'empty' page, just change the language code in the URL to /en/ - or select english from the language box, then you should see the content.

If I log out, only German and English are available. Other l10n teams have reported this also.
May be it's after the upgrade of the site on the 4th of February?
