yes, IMHO French is build, too, because it's a language with long strings. When these strings fit into menues and dialogs, then all other languages should also fit.

Please note that normally there is no translation that could be tested. This should be done after integrating the localization CWSs and with builds from the release codelines.
All you could test are the features that were integrated in every milestone.
