Once ready, I am proposing to use this as refreshed content for http://wiki.services.openoffice.org/wiki/Localization wiki page which is currently just a redirection to the Category:Localization. This page can then be linked from http://l10n.openoffice.org project site and other places like main wiki page (there is "Getting started with a new Localization of OpenOffice.org" link in Participate box).
