It could well be something related to the KDE dialogs, since both the
OOo native dialogs and the GNOME dialogs work fine for me (i.e., if I
create a directory named "Troop #441" I can normally save files there).
I'm not sure whether the problem is in OOo or in KDE, anyway this
doesn't seem to be localization-specific so there is no need to discuss
it here... I'd avise the original poster to file a bug in the OOo Issue
Tracker.
