After an offline discussion with [~amareshwari], [~prongs] and [~puneet884], 
following are the next set of steps.

1) Make the current API return a YAML representation of string.
2) Create a new API to return parition time line availability for a particular 
partition and add a filter for start and end time range for the users.

Let me know if anyone has any issues with the above approach. If there are no 
concerns then I will create corresponding sub tasks and proceed accordingly.
