In the cube query language 
http://lens.incubator.apache.org/user/olap-cube.html#Query_Language and 
http://lens.incubator.apache.org/user/olap-cube.html#How_to_pass_timerange_in_cubeQL,
 we made FROM is inclusive and TO is exclusive. The reason for making TO 
exclusive is the following :

We allow users to give time range in the format of yyyy-MM-dd-HH:mm:ss,SSS. And 
user can pass up to year or month or day or hour or minute. For user to a full 
day of 2015-02-04 is not intuitive because he might have to give 
2015-02-04-23:59:59,999. So, instead of this when we made TO exclusive, he 
would give TO as 2015-02-05, which say everything before 2015-02-05-00:00:000

With the semantics of FROM inclusive and TO exclusive, when FROM and TO are 
equal - the range becomes empty.
