seems like the server start up time has increased, earlier 20 sec were enough
but now when i tried couple of time it wasn't fully up in 20 sec, so provided
more buffer. note this is the time for docker container to startup which runs
in restricted resources. on a proper machine, this time i expect to be quite
less. ideally instead of sleep, we should deterministically check for server
startup, something for later.
