Resolution: Cannot Reproduce
Seems an issue with jenkins only. Not able to see the problem :
Did a fresh checkout and tarball is fine.
$ git clone git://git.apache.org/incubator-lens.git
$ cd incubator-lens/
$ git checkout current-release-line
$ mvn clean package -Papache-release -DskipTests
$ ls lens-dist/target/
apache-lens-2.0.0-incubating-SNAPSHOT-bin
