Effort is to see if we can have a stable interface which can be implemented by
multiple implementations. Please suggest an alternative interface and atleast
two possible implementations which can implement that interface in useful way.
Also, suggest how code dependent on QueryCost interface will use it to
calculate cumulative query cost for multiple queries.
