nothing wrong, that's how the locale lookup of the i18n transformer
works. the english one is at cmsui.xml (the fallback)
that's what I thought, but why the error?
ps: very old tomcat you are using.
Tomcat 4.1.24 works very fine. Old doesn't mean bad ;-)
