OK, I guess you're referring to the overhead of applying patches

But what policy should we apply here? If we don't declare a feature
freeze for 1.4 and offer a convenient place for adding core
improvements (which IMO the sandbox isn't), how will we make progress
re. the 1.4 release without hindering future developments?
My first prio is to get 1.4 out, I'd commit myself to that issue,
and I'd rather not endanger the codebase by adding new features
(apart maybe from JCR integration which will hopefully add to the
stability).
But on the other hand there are some promising designs floating
around in my head (Jan Metzner and I did some thought experiments
last week) which are looking forward to incarnate themselves in the
form of code ...
or are you talking about something else?
