Why do we need Conformation dialogs?  I clicked "Submit".  Do it.  I
clicked "Publish". Just do it.  Make it easy to undo: another edit
removes the "submitted" status, and "Revert" publishes an old version.

(You know my opinion of tabs and menus.)
