The problem with sending patches to the ml is the push principal on which ml are based (everybody *will* get it). If you attach it to the bugzilla then you switch to the pull principal (everybody *can* get it). Even if it is not a bug nor enhancement (very hard - nearly everything is an enhancement ;-)) it is still code that should be trackable via the bugzilla.
