Because at this time nobody volunteered to do the RM job.
The rotation concept is IMO a reasonable fallback.
I was aksing Thorsten, because he claimed that people voted against the
rotation concept
and I didn't see any vote or whatsoever. But maybe I misunderstood
Thorsten and he mean something else.
