build.properties, it's clear that it contains the defaults which are
overridden by local.build.properties, but what are the semantics of
publication.xconf vs. local.publication.xconf?
e.g. changing the content-dir which allows you to outsource
the content from your webapp.
In the near future this should dependent of the Repository layer
used ...
