From the user's point of view nothing would change but the URL.

The "admin area" in the sense of an administration GUI would not
be changed. But it would be accessed for instance via
/<pub>/authoring/foobar.html?lenya.usease=admin.users
This already works, I think the only purpose of the /<pub>/admin
URLs is to redirect to the corresponding usecase. We would have
to change the tab to call the default admin usecase directly.
