Internal implies some kind of intelligence: knowing how to resolve the
link (within this current publication), knowing about the status of the
linked page, being able to help in the publishing process (e.g. "you are
publishing a page which contains a link to a non-published page")
I don't think that makes sense across publications, as each publication
may have very different mechanisms (for workflows, for resolving links, ...)
Concerning the area, you are certainly right.
Should we exclude the area from link URLs?
