No, but the documents had to be published again because their physical location
changed. In 1.4, the phyisical representation of the document is not affected at
all when its location in the site structure changes (a good example of SoC).

Yes, or whatever type of site structure is used.

"cut" itself doesn't do anything - the "paste" triggers a move operation.

Sure, it's very interesting to hear about a user's point of view. IMO it makes
more sense to keep the site structure and documents separated also in the GUI,
to keep implementation and usage consistent. But I'm very interested in the
opinions of other users+devs.
