Fixes null pointer problem

This is one possible fix for the issue. When the function is entered, there is
no guarantee that the value isn't null (except for the Assert), as
getConfigurationDirectory() may not have been called yet. This causes
inconsistent problems with permissions and should be fixed. Perhaps the better
fix would be to set the value in the constructor. The fact it is null after
leaving the constructor does cause FindBugs to flag it as a potential problem.
