+1 for getting rid of a hierarchy level. but i'm not too happy with "modules" as it is now. it might make sense if we decided to release and develop modules independently of our "core releases", like cocoon blocks. but modules are exclusive to 1.4 now and will likely retain close ties to particular releases for some time to come, so let's put modules documentation under 1.4.
