svn propedit svn:ignore .
That pops up an editor and you can edit the current path.
In our case:
cd src/pubs/default/config/
svn propedit svn:ignore .

...or in Eclipse, right-click on the project, then Team > Show
Properties, then right click on the svn:ignore property in the list
and choose Delete Properties.
