I just started to add information when we can/should cancel. IMO even if
we cancel a freeze (which should be a very rare exception) I still think
the tag should stay. It does not hurt.

The next tag would be something like 1.4 RC1_v2, but in our current case
we are doing 2.0 RC1 anyway.
