please note that the usecase authorizer and implementation have been
cleaned up. i'd appreciate your reviews and criticism of revision
562850. (yeah, i know, we're going into rc freeze, but then the changes
are pretty local and the current situation was Ugly(TM), with an
externally visible method that had an unused and conceptually wrong
parameter and several public but only locally-used convenience methods...)
