Allow for a change in user names. They could be deleted, then have their
permissions added back in. This of course would then be related to bug 43206.
Alternatively, it would be preferable to just allow an admin to do it and have
the change propagated through out the permission system at the minimum. My
particular setup uses ldap accounts with first.last user names that obviously
can change for a variety of reason, usually with a marital status change.
