YAML (http://www.yaml.de/)
A problem with YAML might be its license (requires mentioning the
source, or paying money).

Don't we already use CSS for everything? (If no, why not?)
We already use CSS for most of the styling, but the look&feel is not
very professional.
Google's color schemes tend to be light and disappear on bright LCD monitors.
The YAML website is very dark.
Are you referring to formatting engines rather than the specific color
schemes? Isn't Lenya a formatting engine?
I was referring to the CSS framework capabilities. It would be nice to
start with well-tested page layouts. The frameworks provide some
examples, e.g. http://www.yaml.de/fileadmin/examples/index.html.
