if LIBCLOUD_DEBUG is a digit the location "/tmp/libcloud_debug.log" is used
for logging (data is appended to the file).
/tmp/libcloud_debug.log could potentially be a symbolic link to another file,
e.g. /home/hi/.bashrc.
