Version the generated API docs

Currently every time we commit a change API docs are generated and uploaded to
http://ci.apache.org/projects/libcloud/apidocs/.
This means API docs are only available for the latest trunk version. API docs
should be generated and available for all the versions. The docs location
should be http://ci.apache.org/projects/libcloud/apidocs/<libcloud version> and
visting http://ci.apache.org/projects/libcloud/apidocs/ should display an index
of all the available docs.
