You can find an OO version of the latest Aspell English dictionary at http://aspell.net/oo-en-6.0-0.zip. From the readme:
Here are the Aspell dictionaries in OO format. These have NOT been verified to work with Open Office. The en_US, and en_CA dictionary are ready to use. They both use the same affix file, "en.aff". The en_GB dictionary is just a sorted word word. It is included so that it can be compared to the en_GB OO dictionary.
