Hi,
Please read the "readme" in the standalone altlinuxhyph directory.
It gives a simple example explaining what the patterns are and how
odd and even numbers are used. That is the only info I know about
and I based my understanding on that document and nothing more. If
anyone knows of more docs about TeX style hyphenation patterns,
please post links to this list so that interested people can find it.
Sorry I can't be more help.

I was looking throught the dictionary file and it
occured to me: What are the even numbers for? You
said that the highest odd number means there should be
a hyphen but what if there is a higher even number?
Does that mean that spot shouldn't be hyphenated?
