anyhows i think first it should be added in OOo. then we do something about
other applications also like FF and Thunder Bird etc.

Friedel probably meant whether it can be encoded with a 256-char
(8bit) codepage like ISO 5589-6 (Arabic). Probably that is not the
case:

UTF-8 does not mean that everything can be expressed using 8 bits.
