If a user installed extension contains writing aids for the same
language as a preinstalled one, yes.

If you want to deploy your extension "for all users", your extension
will be in concurrency to the preinstalled one and whether yours will
"win" or the preinstalled one is random. In that case you should
deinstall the preinstalled one.

A third option would be to replace the preinstalled extension by yours.
This would require that you contribute your dictionaries to the project
and so they can become an update for the preinstalled extension.
Extensions updates can be notified to users if they have allowed OOo to
do so.
