+1 Since using Apache Linkis, we have saved a lot of resources and greatly 
improved efficiency. I support Linkis to graduate from the Apache incubator and 
become a top-level Apache project.

Hi Linkis community,
After a community discussion [1], we received a lot of positive
feedback that the community supports Linkis to graduate from the
Apache incubator as a top-level Apache project.
Linkis has been incubating since 2021-08-02. For over 15 months, the
community has developed rapidly under the guidance of mentors and the
Apache way. We believe the Linkis project has met the conditions for
graduation. Project maturity model is detailed in [2] and the summary
on the state of the community are listed below.
*Code, License, and Copyright*
Linkis community maintains project code on GitHub and all modules code
is under Apache 2.0 license. We have reviewed all the
dependencies and ensured they do not bring any license issues [3]. All
the status files, license headers, and copyright are up to date.
Linkis official website [4] is compliant with Apache Foundation
requirements [5].
*Release*
Linkis community released a total of 7 Apache versions by 7 different
release managers from 6 different organizations.
1879 pull requests created, and 1838 pull requests closed [6].
1468 issues created, and 1245 issues closed [7].
The release cadence is about 2 months, with an average of 170+ issues
and 200+ pull requests per release.
*Quality*
Linkis community created 12 GitHub workflows, which cover compiling,
unit test, integration test, license check, etc.
All code patches need to pass these pipelines first. In addition,
Linkis has a Pull Request matching template and commit requirements to
ensure that all commits have corresponding classification and
traceability.
*Community*
4 new PPMC members were added, bringing the total number of PPMC
members to 24 from at least 15 different organizations.
13 new committers were added(including the new PPMC members) from at
least 11 different organizations. The number of committers is now 33.
79 new contributors. The number of contributors is now 128 and growing.
19 biweekly online meetings were held in the community among PPMC
members, committers, contributors and users.
The meeting minutes are recorded on the mailing list and cwiki [8][9].
The dev@linkis mailing list currently has 107 subscribers.
We think it's a diverse and Influential community now. We've confirmed
the VP, PMC and Committers in the preparation discussion [10].
*Independence*
All of the 24 PPMC members are spread across more than 15 different
organizations.
For these reasons, we initiate this vote on whether to graduate Linkis
from Apache Incubator, everyone from the Linkis community has the
right to vote, please vote on graduating Linkis from Apache Incubator:

become a top-level Apache project.
[ ] +0 no opinion
[ ] -1 no, the Linkis project is not ready to graduate, because ...
