Yep I have built a dynamic query builder.

Pretty simple really, just a have a select list of the tables you want to
query on, then populate a list with the columns, and have a list with search
criteria such as WHERE, AND, OR, IN etc and simply build the query from
this.

If you using SQL server then you may want to have a look at English Query
Language, as this allows non technical people to get reports from a database
using normal english language.
