This is what we've done with Speck, there is a row in the relevant content 
table for each version of each content item, allowing changes to be rolled 
back and also allowing edits to be made on a non-live version and those 
edits to then be seen in context prior to approval. The history table keeps 
track of what stage each version is at (being edited, awaiting approval or 
live).
