I'm not sure how it work on windows, but on linux you *can* rename an Apache log file while it is in use. Apache writes to the file descriptor, which points to the file, so it will carry on writing to the now-renamed file. To restart Apache nicely you can do a "graceful" restart, which will only restart each worker thread when it's not in use (and so anyone downloading something at the time won't be kicked off).
