A cflocation works by telling your browser that this page has temporarily
moved to a new location, a 403 error I think.
So the browser reads whose headers and goes to the new location.
Because it is a temp redirection, the browser may decide to keep the
original address.

No. What I am doing is this:
I relocate the user to the login screen if they are not logged in and are
trying to access a page where they need to be. I have a module that does
this and include it in any secure type pages.
If I type in the URL where the redirect happens, the URL changes correctly.
However, if I am viewing a 'secure' page, kill my session and refresh the
page, I am relocated but the address does not change. (hope that makes
sense).

I am confused by this, when I use cflocation, sometimes the URL
changes in the address bar, sometimes it doesnt.
