Are the 3 values always going to be strings?

I am converting a csv into a list that I use to update a database. The 
problem I have is where items contain a comma like so:

"Title, the","author","ISBN"


I have tried making the delimeter for a list '","' but it still cuts 
"Title, the" into two items. Does anyone have a solution?
