I think I have found an IE only solution however. In the IE DOM I can detect when a scroll occurs in a layer and the scroll position, so I can have multiple tables inside scrolling DIV's. When the data is scrolled horizontally, I can also sync the scroll of the header DIV. When the data is scrolled vertically I can also sync the scroll of the row titles div.
