You can do FTP through the browser.
There is also the WEBDAV which is built in to windows.

Hi all,

I am curently working on a project for hosting school websites. I have a
xampp server runing under windows with the Joomla CMS. It all seems to work
fine but I now need the ability to offer schools publishing of their own
websites via a 'through the browser' interface which will also give them
access to their PHP code and MySQL databases.

Does anyone know of any software for doing this? (Open source would be a
major advantage)
