As you say, many UK people with have non UK IP's because their ISP's parent company originates or is registered in another country. So you will just have to tell your client that this is not reliable and restricting by IP will block a lot of legitimate visitors, especially seeing as a lot of them will be using these big ISP's like AOL.

I've suggested a mixture of IP zoning and an option for users to choose "I don't live here" and set the country of origin themselves, but it would seem that this is not good enough. So my question is, what's the most accurate resource out there for getting country by IP? Does anyone have experience with this sort of thing, and if so, is it possible to get 100% accuracy?
