on further investigation....
The symbolic links are made as you said with 'junctions' but junctions are in fact a feature of NTFS 5.0 but something that's not exposed anywhere in Windows - I found a tool Junction Link Magic which scanned my disk and shows me the existing junctions and lets me create new ones... jb.
