Content-Type: image/svg+xml So CFCONTENT is "working". But I also see: Content-Encoding: gzip I don't see any of your other images (the ones from your site's HTML images) showing gzip compression. Is it possible that the problem is in the setup of your web server, where it's gzipping such MIME types? (Remember: CF is not really sending the file to the user. Like the HTML generated from a CFML page, it hands the result to the web server, which then hands it to the user. So the web server setting could be what's tripping you up.) Now, normally, gzip compression is no problem. All browsers know how to decode it. But here's a guess: since you're telling the browser to save file, perhaps the mechanism that would un-gzip it is skipped.
