Is it not down to the fact you need a range of date times because that's the 
way the SQL stores it?

try using something simpler than between, like

WHERE tblUserDetails.RecordDate >= CONVERT(DATETIME, '#StartDate# 00:00:00', 
103) 
 AND tblUserDetails.RecordDate <= CONVERT(DATETIME, '#EndDate# 23:59:59', 103)) 


or if you want to be really pedantic about the last few centiseconds before 
midnight

WHERE tblUserDetails.RecordDate >= CONVERT(DATETIME, '#StartDate#', 103) 
 AND tblUserDetails.RecordDate < DATEADD(day,1,CONVERT(DATETIME, '#EndDate#', 
103)))
