hmm, 

testing even further, it seems that no matter what XML editor I use, all of
them save � as ü

does anyone know why this is? And why CFMX displays the ü not the �.

They all seem to be doing it for some specific purpose, because if I
manually edit the xml files in notepad to use the character � then when I
load the edited document back into an xml editor, they all have a fit.
