I think you want this:
<cfif (request.rowcount mod 4) eq 0>

<cfoutput query="test">
<cfif (request.rowcount mod 4) eq 1>
<tr>
</cfi>
<td>record 1</td>
<cfif (request.rowcount mod 4) eq 0>
</tr>
</cfif>
</cfoutput>

will give you 4 cells per row.
