Your DE aren't in the right price.
#IIF(not Len(trim(Form.fieldname)),
DE("Null"),DE("'"&Trim(form.fieldname)&"'"))#
but why not use
<cfif Len(Trim(form.fieldname)) EQ 0>IS
NULL<cfelse>'#Trim(form.fieldname)#'</cfif>
