But isn't that preferable to having a single point of administration and
knowing that a subset of users have the credentials to log on to a box,
when all they need is read/write permissions on a handful of files?

I've never used the FTP server in IIS, so don't know how restrictive you
can make the permissions for an FTP-only user.
