Yes this is true, but not very nice and only gives you access to the data.

mySQL Front is probably the best windows based gui for mySQL, but
unfortunately is not being developed past this version (2.5)

SQLyog is fairly similar to mySQLFront, but not quite as friendly, but has
the advantage of still being developed. http://www.webyog.com/index.html

Both of these are free, then you've got a couple of commercials tools out
there too, but having bought one of them I don't rate them too highly,
particularly when mysql front is free and a superior product.
