you could try something that does automatic form submission. eg: http://www.hoobie.net/brutus/index.html - this is a password cracker, but it seems to do an ok job at parsing forms and discovering the different fields etc. i'm sure there is some much better and more suitable software to use than this.
CF Studio does an ok job at testing broken links (Tools > Verify Links). Alternatively, there's always the W3C link validator: http://validator.w3.org/checklink Neither of those test Form actions, but I guess there must be some out there that do.
