cool. I've looked into it a bit more, and it seems I can do what I want easier in Word than I can otherwise. Lots of work, short deadline, and it just makes sense for this project. They were originally meant to be able to content-manage the forms themselves, create questions etc, but they've got some over-complicated forms that would be tricky to put into a CMS in the time I have available to do this.
